When I heard this story, I thought that it was the most ridiculous blunder possible. I do not know who could have thought of such a plan. Here is the video if you haven't seen it. I think such a poorly run agency should not even exist anymore. It needs to be restructured completely, with competent leaders. The name should be changed as well, since FEMA has been tarnished.
